In an attempt to determine how to actually deliver the required services to needy persons, the Universal Service and Access Agency of South Africa – USAASA.ZA – an entity within the The Department of Communications and Digital Technologies, published a discussion document on what categories of people would be regarded as “needy” and how contemplated assistance would actually be rendered.
For example, would a threshold like the R3,500.00 income threshold established for set-top box subsidies during South Africa’s Broadcasting Digital Migration process, be used, or would some other method be more appropriate.
Stakeholders are invited to make submissions by 16h00 on Friday, 30 October 2026.
