South Africa’s Minister of Communications has released the long awaited Policy on High Demand Spectrum and Policy Direction on the Licensing of a Wireless Open Access Network (“WOAN”). This puts the wheels in motion to release much needed frequency spectrum, with the WOAN getting preferential treatment in the 700, 800 and MHz bands.
